Climate and Humanitarian Action Network for Growth and Development (CHANGE) is a collaborative initiative comprising of Oxfam and nine national non-governmental organizations (NGOs) in Pakistan. Together, these organizations, which include the Indus Consortium, Strengthening Participatory Organization (SPO), Sindh Agricultural and Forestry Workers Coordinating Organization (SAFWCO), LAAR Humanitarian and Development Programme (LHDP), Management & Development Foundation (MDF), Advocacy, Research, Training and Services (ARTS Foundation), The Society for Human Advancement and Disadvantaged Empowerment (SHADE), Sustainable Development Policy Institute (SDPI), Tameer-e-Khalq Foundation (TKF)  and Oxfam GB, work collectively to influence, strengthen institutions, and mobilize resources.

The Resource Mobilization Manager is an important position within the CHANGE network, as it plays a crucial role in supporting the network's objectives. The primary purpose of this role is to develop a comprehensive, long-term multi-sectoral, resource mobilization strategy that aligns with CHANGE's overall strategic framework. The Resource Mobilization Manager will analyze leading humanitarian and climate change-related donors' funding strategies, map donors' available funding streams and thematic areas, and propose strategies on how CHANGE can align its initiatives with these opportunities. By doing so, the Resource Mobilization Manager will help the network to institutionalize a culture of collaborative learning, deliver innovative climate resilience programs, and incorporate the voices and knowledge of people at risk within policies and practices. The Resource Mobilization Manager will also be responsible for identifying potential funding sources and partners, diversifying financial resources, and developing high-quality proposals that meet donor requirements and effectively communicate program impact.

Primary Objectives:

The primary objectives of hiring a Resource Mobilization Manager are as follows:

  1. Undertake donors’ mapping- analyze leading humanitarian and climate change related donors’ funding strategies to identify the funding streams and suggest how CHANGE can align with them to attract resources in line with its strategic framework.
  2. Develop a detailed Resource Mobilization Strategy with thematic areas and methodology, and a master proposal for funding that align with CHANGE's overall strategic framework, focusing on the priorities outlined in the strategic document. Ensure that the would-be strategy aligns with key donors’ funding strategies/streams.
  3. Develop a comprehensive, long-term multi-sectoral, partner and donor proposal to support CHANGE across multiple sectors, and effectively present and advocate for it.

Key Responsibilities:

Strategic Thinking and Planning:

  • Review and update the existing CHANGE Strategic Framework, including its goals and priorities as outlined.
  • Map donors' available funding streams and thematic areas. Propose strategies on how CHANGE can align it's initiatives with these opportunities. Track expressions of interest (EOIs), calls for proposals, and other funding opportunities and develop funding calendars.
  • Develop a comprehensive Resource Mobilization Strategy with thematic areas and methodology that includes actionable steps, timelines, and responsible parties.
  • Conduct a SWOT analysis specific to resource mobilization for CHANGE, considering internal and external factors.

Communication and Networking:

  • Identify potential funding sources and partners in order to diversify the financial resources.
  • Conduct consultation processes (donors, communities, corporate entities, philanthropists, government priorities, etc.).
  • Network and liaison with potential donors.
  • Collaborate and engage with CHANGE’s member organizations to develop high-quality proposals that meet donor requirements and effectively communicate program impact.
  • Engage with CHANGE's governance group, resource mobilization committee, executive directors, and senior program managers of member organizations, to gather insights and input.
  • Develop and deliver presentations and other supporting material for donor meetings potential donors and other stakeholders.
  • Develop and execute a strategy for branding and socializing the CHANGE Network.
  • Fundraising and Proposal Writing.
  • Write proposals with guidance and support from the resource mobilization committee.
  • Develop a master proposal for funding that aligns with CHANGE's overall strategic framework, focusing on the priorities outlined in the strategic document. Ensure that the would-be strategy aligns with key donors’ funding strategies/streams.
  • Develop a comprehensive, long-term multi-sectoral, partner and donor proposal to support CHANGE across multiple sectors, and effectively present and advocate for it.
  • Track the results of the submitted proposals and analyze the areas for improvement in the resource mobilization strategy.
  • Meet the annual fundraising targets of USD =250,000/-

Experience required:

1.    Experience in resource mobilization, fundraising, or grant writing including ESG (Environment, Social and Governance)/CSR and philanthropy. 

3.      Experience in developing and implementing fundraising strategies, including donor mapping, identification of funding opportunities, and proposal development.

4.      Experience in working with international development organizations and knowledge of the funding landscape in the humanitarian and climate change sectors.

5.      Experience in developing and maintaining relationships with donors, partners, and stakeholders.

6.      Experience in working with diverse teams.

1.      Excellent interpersonal, negotiation, networking and communication skills.

2.      Excellent technical writing skills.

3.      Excellent leadership, coordination and relationship building skills.

4.      Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and skills.

5.      Demonstrated engagement with diverse donors and development partners.

6.      An effective and energetic team player, with the ability to work in a multidisciplinary and multicultural environment.

7.      Strong self-motivation and innovative skills, with capacity to working independently and meet deadlines. 

8.      Fluency in English is a must. Knowledge of other languages will be considered as an additional asset.

  • Adhere to SPO policies and promote participatory culture and demonstrate SPO’s values
  • Participate in professional development training as identified and approved by SPO
  • Carry out any other activities as assigned by the supervisor.
