He is responsible for the scope of work related to Institutional and social aspects of the Project
• screen subprojects for social and gender impacts including those related to involuntary resettlement to determine the eligibility of the subproject for financing under the project;
• Assist the Environment Consultant in supervising the preparation and implementation of ESMPs and ensure the inclusion of all social and gender aspects in ESMPs. This will include overseeing the design and conduct of social-economic surveys and stakeholder consultations.
• Supervise and ensure quality in the preparation of Resettlement Action Plans in accordance with the Resettlement Policy Framework for subprojects with involuntary resettlement impacts. This will include overseeing the conduct of socio-economic surveys, census of Project Affected People, Detailed Measurement Surveys and determination of compensation where required
• Supervise detailed design of subprojects to ensure social, gender and involuntary resettlement impacts are minimized, if not avoided;
• based on the detailed design prepared by PISSC, supervise the conduct of detailed measurement survey and update the Resettlement Action Plan in accordance with the Resettlement Framework;
• Oversee and ensure quality in organizing and conducting consultations with affected people to ensure that the ESMPs and Resettlement Action Plans have been fully discussed and agreed;
• Provide technical support and overall guidance to PMT and supervise PISSC staff in the implementation of Resettlement Action Plans in the subproject areas;

Overall LEAD and focal point for this project for liaison with utility and other stakeholders. Responsible for all project implementation, monitoring and reporting of deliverables to USAID

He was responsible for coordinating and implementing Agribusiness Support Fund’s programs in region /province, meeting ASF development goals in & project targets, identifying potential areas of agribusiness intervention and development support to be delivered by the ASF projects, selling ASF’s concept and mandate in region, designing grant interventions and carrying out initial screening of funding requests, identifying prevailing policy, legislative or regulatory constraints at regional level impeding development of the sector, development of functional linkages and networks in region with overall goal to develop agribusiness sector of Pakistan.

As Programme Coordinator, Mr. Panhwar was responsible to review and supervise the work of the Programme Management Unit staff and of four site offices located in Thatta, Sanghar and Nawabshah districts in Sindh. He was responsible to supervise, mentor and coach various managers at PMU including Manager Communication & Awareness Raising, Manager M&E, Manager Policy, Programme Sociologist, Manager Partnership Fund, Communication Officer, Graphic Designer, and Policy & Planning Officer. His responsibilities included ensuring that all the planned outputs are delivered and the technical and financial progress reports are submitted to the donors in a timely manner. Mr. Panhwar maintained close liaison with Indus Ecoregion Steering Committee and developed and maintained partnerships with all relevant stakeholders including civil society, government, academia, media and corporate sector to ensure that the Programme’s institutional cooperation framework is implemented.
He also has overseen the Programme’s operational procedures and execution of monitoring plans. He lead the implementation of Livelihood Plans, which was the core area of the Programme. He managed small grant programme i.e. Partnership Fund that supported projects geared towards environmental conservation and livelihood improvement. The Fund followed a competitive process for awarding grants to community-based organizations, civil society organizations, academic institutions and government departments.

His responsibilities included developing and planning programme initiatives, leading teams of professionals, management and coordination to steer the Sindh Programme, which aimed at promoting good governance for sustainable development in Sindh. He played a pivotal role in the development of multiple reports and frameworks including ‘State of Environment & Development of Sindh’, ‘Sindh Strategy for Sustainable Development (SSSD), ’ Vision for the Badin District Government’ and the first ‘District Education Plan for Badin’. He contributed significantly into promotion and visibility of IUCN in the print as well as electronic media

During my association with IUCN and WWF, I have implemented donor-supported projects in Sindh with strong involvement of Education Department at provincial and district level. I was responsible for capacity building of Provincial Institute of Teachers Education (PITE) in environmental education. In this regard, series of environmental education material was developed for schools, colleges and universities.
