Technical Expert - To lead the Multi-Sectoral Coordination Mechanism for Prevention and Response to GBV in Balochistan  (One month only)

The purpose of this consultancy is to appoint a Technical Expert who will assume the role of leading the multi-sectoral coordination mechanism for the prevention and response to GBV. The primary aim of the Technical Expert is to ensure the achievement of effective coordination, collaboration, and integration of efforts among relevant stakeholders involved in addressing gender-based violence.

Main Responsibilities:

1. Regular Coordination for Meetings/training Arrangements:

  • Conduct regular meetings with the government departments/women-led organizations and UN agencies to discuss meetings/event goals, objectives, and requirements.
  • Documentation of matrixes from respective stakeholders, reviewing and sharing it with the Program Manager
  • Maintaining a list of stakeholders, their focal persons, and participation in the event (1.5 days of training)
  • Collaborate closely with NC to create a detailed activity plan, including scheduling, budgeting, and resource allocation.
  • Coordinate the procurement of necessary materials, equipment, and services for the upcoming training.
  • Maintain a checklist of all event-related tasks and deadlines to ensure timely completion.
  • Communicate regularly with the Project Manager to address any issues or changes in plans.

2. Event Management:

  • Oversee all aspects of training execution, including setup, registration, program flow, and teardown.
  • Making sure the relevant stakeholders are well informed about event dates and confirming participation
  • Monitor the event in real-time, addressing any unforeseen challenges promptly and effectively.
  • Conduct a pre and post-event debriefing to gather feedback and identify areas for improvement.

3. Event Report:

  • Compile a comprehensive event report that includes:
  • Event objectives and goals.
  • Detailed event agenda and program.
  • Attendance figures and participant demographics.
  • A summary of key highlights and notable moments.
  • Challenges faced during the event and how they were resolved.
  • Feedback received from participants, stakeholders, and the organizing team.
  • Provide recommendations for enhancing future events based on the findings in the report.
  • Submit the event report within ten days after the conclusion of each event with MOVs (pictures, short videos of events, registration sheets)

4. Support in Coordination with Stakeholders:

  • Act as the primary point of contact for all the stakeholders involved in the events.
  • Schedule regular meetings with stakeholders to discuss their expectations, contributions, and any concerns.
  • Provide stakeholders with timely updates on event progress and developments.
  • Ensure that stakeholder requirements are incorporated into the event planning and execution.
  • Ensure the participation of stakeholders in the event

5. Stakeholder Relevant Documentation:

  • Maintain a comprehensive record of all stakeholder interactions, agreements, and communications and regularly share with Project Manager
  • Fill and complete matrixes from relevant health, social services, and government departments
  • Document any contractual arrangements, memoranda of understanding, or sponsorship agreements with stakeholders.
  • Ensure that stakeholders receive all relevant documentation, including event schedules, participant lists, and any contractual obligations.
  • Keep records organized and readily accessible for reference and auditing purposes.

Deliverables:

Comprehensive Work Plan:

  • Develop a detailed work plan with activities, timelines, and responsible stakeholders.

Coordination Mechanism Establishment:

  • Engage relevant stakeholders from government agencies, NGOs, and civil society organizations.
  • Develop the structure, terms of reference, and operating procedures.

Regular Coordination Meetings and Consultations:

  • Document meeting minutes, action points, and decisions and share them promptly.

Training report of Consensus Building workshop with training deliverables

Competencies required:

To lead the multi-sectoral coordination mechanism for the prevention and response to gender-based violence (GBV), the required competencies include:

  • Subject Matter Expertise: In-depth knowledge of GBV, including its causes and best practices.
  • Multi-Sectoral Approach: Experience in coordinating multiple sectors and facilitating cooperation.
  • Strategic Planning and Leadership: Ability to develop strategic plans and provide effective leadership.
  • Policy Development and Advocacy: Skill in shaping policies and advocating for gender equality.
  • Capacity Building and Training: Ability to design and deliver training programs.
  • Monitoring and Evaluation: Competency in assessing program effectiveness and making improvements.
  • Communication and Networking: Strong communication skills and the ability to build partnerships.
  • Cultural Sensitivity and Gender Mainstreaming: Understanding of diverse cultural contexts and intersectional issues.
  • Crisis Management and Coordination: Ability to respond to emergencies and coordinate multi-sectoral responses.
  • Research and Innovation: Awareness of the latest research and ability to apply evidence-based practices.

Timeline:

The consultancy is for the period of one (01) month only.
