The core objective of the Assignment:

  • To hold a training for officials of (CAR) on refugee’s international obligations, barriers to services, challenges and solutions. To improve government officials understanding on their role and responsibilities  for refugee education especially in assisting in  Post- Illegal Foreigners' Repatriation Plan (IFRP)
  • To share national and international laws and conventions related to refugees, with a specific emphasis on Afghan refugees in Pakistan.
  • To recommend some practical solutions and action points to overcome the barriers and challenges being faced by refugees (especially urban refugees) in Khyber-Pakhtunkhwa Pakistan.
  • To emphasize on increase coordination and regular collaboration of CAR officials with  District Education offices (DEOs)and Afghan communities.

Segregation of Desired Tasks on the Assignment

  • According to the need of the activity the consultant will develop handouts (like training agenda, and other tools) and PPTs for training of Afghan Refugee (CAR) officials on refugee’s international obligations, barriers to services, challenges and solutions. The agenda and PPTs will be shared in soft before the delivery of training. RI will be responsible for providing all required handouts in hard form.
  • Identifying and indicating session’s related resources/handouts in line with the contents and topics of the manual, training agenda and training assessment sheet.
  • Imparting training sessions to the participants: The sessions will be face-to-face, and not online.
  • To develop and conduct Pre-test and post-test: Pre and post-tests will be developed by the consultant and will be shared with RI for further printing. The consultant will be required to analyze the findings of the pre and post-tests and include them in the final report.
  • Summative report of the session (Agenda, Objectives, proceeding, achievements, lesson learnt, challenges and recommendation): The final report will be submitted to RI upon successfully completing the training, and within a week after the training is concluded. 

Payment Schedule:

Payment (in cheque) will be made to the consultant upon completing the assignment, and then submitting the training closing progress report.

Timeline:

  • The incumbent will be required to start working on the content and submit the PPTs, handouts and other required tools in Soft for review within  03 days.
  • Training delivery shall start two days after content is shared for review.
  • Training completion report will be submitted to RI for payment purposes one week after the training is concluded.  The training will embody the agenda,  findings from the training, action points,  pre and post-test analysis,  all other important information which is required for a well-tuned training report. 

Qualifications and Experience:

  • Maximum post-graduate degree in social sciences.  
  • Previous experience in rolling out training programs for NGOs, INGOs and UN agencies
  • Capacity strengthening of Provincial and District Education Officials to:
  • Better perform their duties and improve the overall administration
  • Acquire skills required for better planning and implementation
  • The consultant should have demonstrated expertise in the subject matter which is Training of Education for Commissioner of Afghan Refugees (CAR) officials .
  • Relevent certification and foreign qualification will be a plus point.
