Qatar Charity is a Doha-Qatar-based International Non-Governmental Organization. Since the inception of QC services in Pakistan in early 1992, the organization reflects its greater scope of work to respond to extreme poverty and the Government’s priorities. QC through its field offices enabled itself to strategically address the developmental and humanitarian needs at the very local level. QC is undertaking programmes associated with the socio-economic development of the Country. The projects are categorized under six program pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program, etc. In Pakistan, Qarar Charity has its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

The Finance Assistant/Assistant Accounts would be expected to provide financial support to our Program in accordance with QC guidelines. The incumbent will be primarily responsible for the Data entry in the financial system, bank support activities, and disbursement functions. S/he will provide support to the relevant finance officer in tasks including preparation and deposit of withholding taxes, checking documentation, reconciliations and ensuring the maintenance of financial documents in a systematic order and is responsible for effective filling. 

Responsibilities:

  1. Include a recording of all outstanding payables in the financial system, and ensure no invoice/bill is double entered/paid.
  2. Ensure accurate tax withholding deduction while entering data into the system..
  3. Coordinate with the Procurement unit accordingly when the Vendor file needs updating.
  4. Review petty cash expense reports for accuracy.
  5. Ensure completeness and accuracy of supporting documents.
  6. Prepare checks and/or transfer letters for vendor and payroll disbursements.
  7. Deface all paid bills and invoices with a PAID stamp at the time of payment before filling.
  8. Ensure effective filing of all financial documents.
  9. Ensure timely Cash receipts and deposits in the bank.
  10. Perform Bank reconciliation for review by the supervisor.
  11. Record and monitor all bank/payment transactions in the official software (ERP & Portal).
  12. Assist in the resolution of any banking-related issues and new bank account openings.
  13. Preparation of tax depositing challans for review by supervisor.
  14. Preparation of monthly and/or quarterly vendor statements for review by the supervisor.
  15. Prepare yearly withholding tax certificates.

Job Requirements:  

a.      Education 

  • BBA in Finance/ Accounting or equal education in a related discipline.

b.     Relevant experience 

  • At least 4 years’ experience in relevant field with INGOs. 
  • Familiarity with tax and applicable Government laws and good practices.

c.      Computer knowledge 

  • Understanding of financial software and tools/systems. 
  • Must be proficient in MS Office and other MIS-related software and tools.

a.      Communication skills 

  • Excellent Communication skills in English, Urdu preferably.  

b.     Personality description 

  • Able to maintain strict confidentiality in performing official duties. 
  • Ability to maintain personal and professional development to meet the changing demands of the job. 
  • Good interpersonal skills and a team player. 
  • Well-developed ability to apply appropriate judgment and an innovative and analytical approach to problem-solving. 

c.      Technical skills 

  • Knowledge of tax deduction upon salaries, services etc as per Government tax law. 
  • The ability to meet tight deadlines, achieve results and work with minimal day-to-day supervision. 
  • Experience of preparing accurate budgets and cash flows. 
  • Ability to manage multiple priorities and demands from a number of different sources (internal and external). 
  • Willingness to undertake traveling around the country.
