The projects are categorized under six programme pillars: Youth Leadership & Social Protection, Education, Provision of WASH, Health (with a focus on MNCH), Economic Empowerment & Sustainable Livelihood (EESL) and Disaster Response & Preparedness (DRP), along with its Seasonal Programs like meat distribution, Ramadhan program etc. In Pakistan, Qatar Charity is having its country office in Islamabad and field offices in KPK, Punjab, Sindh, Baluchistan, and AJK.

PROJECT SUMMARY:

With financial support from WFP and under the guidance of IRMNCH&N program of Government of Punjab, Qatar Charity is providing human resource management support for the implementation of BISP Nashonuma Program in selected districts of Punjab. QC is handling the entire cycle of human resource management of BISP Nashonuma Program staff in the selected districts of Punjab, which will include recruiting, performance management and payroll processing etc. Working as a facilitator for IRMNCH program, Qatar Charity’s role is to focus only on the HR functions of the facilitation centers in the targeted districts, wherein IRMNCH&N program and WFP are providing the strategic leadership, operational management, and implementation of the BISP Nashonuma Program.

Job Summary: 

The Facilitation Centre Coordinator (FCC) will be based in the assigned Facilitation Centre (FC) and will act as the lead person of BISP Nashonuma Program activities in his/her assigned FC. The FCC will provide guidance, support, and overall supervision to FC team and beneficiaries as and when requested. The position holder will maintain coordination with close liaison with the Heath Facility management staff, AD-BISP, OMNI staff, DCNP IRMNCH&N Office, Medical superintendents of health facility regarding smooth implementation of BISP Nashonuma Program activities at the FC. Keeping very close coordination with QC country office (program and HR departments) would also be required for this position. The official duty timings will be 08:30 a.m. to 3:00 p.m. and Friday 0830- 13:00 (Hospital general OPD timing) during all working (06) days except for, Sundays and gazetted holidays.

Job Responsibilities:

  • Assist, coordinate, and supervise activities related to the enrolment and compliance verification process. Enrol BISP beneficiaries in the program through an android application. Ensure that the required set up of enrolment and compliance desks at their health facilities are in place.
  • Refer beneficiaries i.e., PLW to the medical doctors for authentication and anthropometry and ensure the compliance of required services as mentioned in the programme protocols.  
  • Liaise in a timely manner with the health facility staff engaged/involved to ensure maximum integration in the implementation package i.e., immunization, ANC/PNC etc. 
  • Ensure that the eligible beneficiaries for registration are guided properly to efficiently avail the available services and related compliances linked with cash transfer and SNF distribution completed.
  • Keep active liaison with QC, WFP district team, BISP and PIU.
  • Share the centre progress on daily/weekly and monthly basis with WFP, IRMNCH&N and QC project team.
  • Ensure to maintain referral mechanism established between community, FC and CMAM as per need. 
  • Attend the meetings at the HF with the LHWs and other field staff, and whenever required, join the field team-social organizer in field.
  • Ensure that all the equipment and fixtures are in proper working condition. Ensure that the tablets are safely placed, chargers and internet connectivity is available.
  • Maintain all the relevant record manually and equipped her/himself in program protocols.
  • Facilitate in preparing the monthly SNF supplies distribution plans and execute distribution as per caseload of BISP beneficiaries in the assigned facilitation centre.
  • Manage the stocks at the FC level, do the stock count on daily basis at close and opening of business.
  • Ensure compliance of the record in system prior to the distribution SNF and compliance certification for the cash entitlement. Including proper entries in the relevant section in android app. Also, maintain manual record of commodity movement and beneficiaries assisted.
  • Assist the District Program Coordinator (DPC) in supply chain management and ensure that SNF is available at health facilities throughout the project duration without any break.
  • Compile and report to DPC on monthly/quarterly consumption figures, generate reports on supplies management, realistic projections, and stock reports.
  • Ensure recommended SNF management SOPs are displayed at all facilities and followed by other staff at health facility.
  • Assist DPC generating consumption-based quarterly call forward requests to WFP and ensure unrestricted SNF supply to the concerned health facilities.
  • Train other staff of the FC in the compliance and should him/herself equip with the anthropometric measurement, SBCCC session and registration of the beneficiaries and performed the duties whenever required.
  • Any other task assigned/required by the District Programme Coordinator.
