IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Punjab, Baluchistan, and Sindh provinces.

Job Overview/Summary:

The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of Senior Monitoring Evaluation Accountability and Learning Assistant. The position will be based in the Peshawar Office of Khyber Pakhtunkhwa Province and will report to the MEAL Manager, Islamabad.

Major Responsibilities:

  • Support MEAL Manager in establishing and making functional efficient and action-oriented MEAL system for the research project.
  • Help the program team/leads in making data-informed decisions based on monitoring data and findings.
  • Support the Senior MEAL Manager to implement the MEAL plans and ensure real-time analytics to guide the quality of the programme and implementation.
  • Assist in developing analysis dashboards against project indicators at the province, and district levels.
  • Ensure that data is collected and entered data management system on a regular basis.
  • Validate data for completeness, correctness, and consistency and follow up on any data quality issues.
  • Review and develop appropriate formats, data collection tools, and systems for monitoring and evaluating programs, assuring quality, and managing data according to internal and international standards.
  • In collaboration with the Senior MEAL Manager and Project teams, carry out regular participatory project monitoring as well as activities according to agreed systems, procedures and standards.
  • Extend needful support to program teams to track the progress of the project activities in line with the agreed output and outcome level performance indicators and beneficiary numbers using standardized formats and systems, to establish/maintain data storage and dissemination systems.
  • Assist in the design, collection, and analysis of data and information for assessments, surveys, and evaluations as required by the MEAL and the program teams as per project requirements.
  • Conduct data quality assessments, and audits, and support relevant teams in improved data management practices.
  • Will represent MEAL during program review meetings and other events to share MEAL updates and/or make presentations if required.
  • Facilitate program team to develop and adopt quality standards for their program interventions and ensure the placement of these standards.
  • Ensure robust mechanism for process, output, and joint outcome monitoring of project interventions.
  • Lead surveys and studies under the project to assess the relevance, effectiveness, efficiency, and impacts of interventions over the project life.
  • Promote accountability and ensure compliance with IRCWAY policies, and global Humanitarian Standards for Quality and Accountability, including the Client Feedback and Complaints Response Mechanism, to ensure that target communities and people are at the center of IRC response.
  • Ensure proactive and reactive feedback collection from beneficiaries and help the project team and partner to use these for informed decision-making.
  • Maintain proper filing system of monitoring and data-related documents in hard as well as in soft.
  • Lead documentation of lessons learned from program implementation. Coordinate with program leads, partners, and communities in documenting lessons learned.
  • Document, finalize, and share Case Studies, Human Interest Stories, and Most Significant Change Stories.
  • Carry out other such tasks as assigned by the supervisor.

Job Requirements:

a) Education:

  • Master’s degree
  • Preference will be given to candidates with their degrees in Social Sciences, Economics, Statistics, or Computer Science.

b) Work Experience:

  • At least two to three years of rich experience in the role of Monitoring Evaluation Accountability and Learning and Quality Assurance. MEAL experiences in the WASH sector would be a value addition.
  • Working experience in both developmental projects with a focus on Education and infrastructure building.
  • Proven working experience in Monitoring, Evaluations, Accountability, and awareness about CHS.
  • Proven skills in the collection, analysis, and reporting of quantitative and qualitative data and analytical reports. 
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Ability to manage a large and varied workload, work under pressure, and meet deadlines

c) Demonstrated Skills and Competencies:

  • Good understanding of statistical data, ability to recognize, interpret, and synthesize patterns in data
  • Field Monitoring and field data collection skills
  • Data analysis, dashboarding, interpretation, and analytical report writing skills.
  • Computer skills & data visualization skills
  • Strong communication and coordination skills
