The position ensures compliance with USAID regulations, local laws, and organizational policies, driving efficient project implementation and resource management.

Key Responsibilities:

A. Financial Management:

  • Lead the development, monitoring, and revision of project budgets in collaboration with the Chief of Party (COP), Deputy Chief of Party (DCOP), and technical teams.
  • Ensure compliance with USAID financial management rules, including allowable cost principles.
  • Provide regular financial forecasts and reports to USAID, ensuring timely financial reporting as per the award agreement.
  • Ensure accurate and timely accounting of project expenditures in compliance with Generally Accepted Accounting Principles (GAAP) and USAID rules.
  • Prepare for and facilitate audits, ensuring full cooperation with external auditors and USAID oversight teams.
  • Manage payroll systems and tax obligations in compliance with local labor laws and regulations.
  • Develop and enforce strong financial controls to ensure responsible use of project funds.
  • Oversee cash flow management, fund disbursements, and banking operations to ensure smooth project operations.
  • Prepare and submit accurate and timely financial reports for USAID and the headquarters office.

B. Administration & Operations:

  • Oversee recruitment, onboarding, and performance management of project staff.
  • Ensure that all HR policies are in compliance with local labor laws and USAID requirements, including gender equity and diversity.
  • Manage employee contracts, benefits, and compensation packages.
  • Oversee the day-to-day administrative operations of the project office, ensuring a conducive working environment.
  • Manage office leases, equipment, and supplies procurement, ensuring cost-efficiency and compliance with USAID procurement standards.
  • Oversee procurement processes to ensure compliance with USAID’s rules and regulations (FAR and AIDAR), including competitive bidding and documentation requirements.
  • Negotiate and manage contracts for goods and services, ensuring value for money and transparency.
  • Manage logistics for project activities, including travel arrangements, event coordination, and vehicle management.
  • Ensure compliance with safety and security protocols for all staff and assets, including liaising with security personnel as required.

Qualifications:

Education:

  • Master’s degree in Finance, Business Administration, Accounting, Public Administration, or related field.
  • Professional certification (CPA, ACCA, or equivalent) is highly desirable.

Experience:

  • At least 10 years of relevant experience managing finance, administration, and operations for US Government funded projects, with at least 5 years in a senior management role.

Proven experience with USAID projects, including in-depth knowledge of USAID rules, regulations, and procedures (FAR/AIDAR compliance).

Skills:

  • Strong leadership and management skills, with the ability to oversee multiple teams and functions.
  • Excellent financial analysis, budgeting, and reporting skills.
  • In-depth knowledge of procurement processes and regulations.
  • Excellent communication and interpersonal skills, with the ability to liaise effectively with USAID, local authorities, and other stakeholders.

Languages:

  • Fluency in English is required; proficiency in Urdu or other local languages is preferred.
