The HR Manager is responsible for organizing, directing, and managing the operations related to personnel management, training, and timekeeping within the organization. This role includes assisting management in recruitment, employee training, administration of union contracts, labor relations, employee benefits, wages and salary administration, health and safety, employee relations, and the maintenance of personnel records. The HR Manager ensures that the personnel needs of the organization are efficiently met while maximizing cost-effectiveness and ensuring compliance with labor laws.

Key Responsibilities:

Contract Management:

  • Prepare contracts and agreements for all newly hired staff.

Supervision & Development:

  • Supervise subordinates and develop them through training initiatives.

Recruitment & Hiring:

  • Organize and direct efficient and timely hiring of employees in alignment with company policy.
  • Manage recruiting processes, including candidate sourcing, screening, interviewing, and making hiring recommendations.

HR Records Management:

  • Oversee the computerization, organization, storage, and retrieval of HR records, ensuring confidentiality.

Labor Relations & Legal Compliance:

  • Act as the organization's representative for personnel-related bargaining agreements.
  • Liaise with legal advisors on labor issues and advise management on corrective actions.
  • Represent the organization in labor hearings and manage labor-related documentation.

Employee Orientation & Training:

  • Develop and maintain an employee orientation program for new hires.
  • Coordinate and oversee training activities, including internal programs and external educational opportunities.

Employee Relations & Recognition:

  • Develop and administer employee and community relations programs, including recognition and service reward programs.

Compensation & Benefits:

  • Update and prepare salary structure comparisons and manage the payroll process for new hires.

Safety & Compliance:

  • Coordinate and maintain the organization’s safety programs, including employee accident records and safety training seminars.

Timekeeping & Discipline:

  • Supervise the timekeeping office and ensure accurate time records.
  • Administer discipline and grievance procedures in compliance with statutory requirements.

Administrative Duties:

  • Handle various administrative tasks, including preparing medical checkup forms, managing employee uniforms, maintaining employee records, and issuing employee ID cards.

Reporting & Database Management:

  • Prepare and submit periodic reports, including personnel inventory and turnover reports.
  • Maintain updated databases of all employees and records of ex-employees.

Advisory Role:

  • Act as an advisor to the General Manager on human resource matters.

Additional Duties:

  • Perform any other duties assigned by management.

Job Requirements:

Education: Bachelors in HR, Business Administration, or related field (Master's or certification preferred).

Experience: 3-5 years in HR management, with skills in HR processes, labor laws, team supervision, recruitment, training, and union contract administration.

Technical Skills: Proficiency in HR software, Microsoft Office, and HR Information Systems (HRIS).

Key Competencies: Strong leadership, communication, problem-solving, time management, and attention to detail.

Knowledge: Deep understanding of labor laws, employee benefits, safety regulations, payroll, and employee relations.

Personal Attributes: Ethical judgment, adaptability, and proactive initiative.

Language Skills: Proficient in English; local languages are a plus.

Additional Requirements: Onsite work in Mardan with adherence to working hours; discretion in handling confidential information.
