This project focuses on improving Water, Sanitation, and Hygiene (WASH) facilities, with a particular emphasis on Menstrual Hygiene Management (MHM), in Mardan, KPK, Pakistan. It aims to upgrade WASH infrastructure in all girls' schools of Tehsil Mardan by installing water filtration plants, drinking water coolers, handwashing stations, and rehabilitating toilets. Additionally, the Behavior Change Communication Campaign will raise awareness on MHM among adolescent girls, while teachers will receive training in health education, WASH, MHM, and nutrition to become master trainers. Collaborative workshops with government departments, civil society organizations and all relevant stakeholder will disseminate project findings and foster partnerships. This initiative aims to create a healthier school environment  and empower adolescent girls, by providing safe and gender-sensitive WASH and MHM facilities in girls schools of Mardan.

Objective 

  • Project managers will play the lead role in planning, executing, monitoring, controlling and closing the project 

KEY AREAS OF ACCOUNTABILITY: 

  • Ensure smooth and timely implementation (developing detailed implementation plans, managing budgets and phasing, donor reporting etc.) of project activities as per plan 
  • Maintain constructive and regular relations with relevant government authorities, key partners and other stakeholders. 
  • Carry out stakeholder capacity assessment in relevant geographical areas where HDF can operate in order to deliver quality and relevant work in the necessary sectors. 
  • Develop partnership agreements with selected stakeholders and establish relevant training in a range of specific and generic competencies under key areas of project delivery and compliance. 
  • Support the establishment of child safeguarding systems and ensure that potential harm to children (by our own or representatives and/or as a result of how we do our work) is identified and addressed on an ongoing basis. 
  • Establish a monitoring framework and procedure for measurement through timely visits to relevant locations, appropriate reporting from field, and beneficiary surveys where possible. 
  • In consultation with the Head office, develop liaison with district departments and administration authorities.  
  • Ensure timely preparation and completion of project and donor reports on project activities in compliance with internal HDF requirements and any relevant external donor requirements. 
  • Ensure that optimal management procedures and practices are in place, and appropriately modified in response to a volatile operational environment, in coordination with focal point 
  • Ensure that a clear and practical risk management plan is developed and operationalized. 
  • Ensure a strong accountability mechanism for beneficiaries in project design and delivery and make sure that any external stakeholder compliance in this regard is duly followed. 
  • Represent HDF’s work at all levels in the region especially to donors, members of the humanitarian community and other relevant institutions. 
  • Help shape broader engagement strategy inside the project work through influence of and leadership within inter-agency coordination forums, ensuring that the specific needs of children are being addressed.

QUALIFICATIONS AND EXPERIENCE 

Essential 

  • Bachelor’s or Master’s in Social Sciences, IR or Policy with 5-8 years’ experience in the development sector 
  • Significant experience in a management role within a relevant project (preferably in a in terms of design and implementation, managing program teams and project management 
  • Experience of working in an insecure and challenging environment preferably in a leadership position 
  • Demonstrable familiarity with M&E and beneficiary accountability systems in complex programs and with program partners 
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
  • Exhibit high level of spoken written and verbal English skills.   

Desirable 

  • Fluent in English and Urdu
