The Project Officer (Finance) is responsible for managing the financial aspects of the "Climate Resilient WASH: An Integrated Approach to Sustainable Solutions" project in Muzaffarabad. This role involves ensuring financial compliance, accurate budget tracking, and timely financial reporting in line with HDF policies and donor requirements. The Project Officer (Finance) will work closely with the Project Manager and other team members to support efficient and transparent financial operations.

Key Responsibilities:

  1. Financial Management and Budgeting:
    • Prepare, monitor, and update project budgets in alignment with HDF policies and donor requirements.
    • Track project expenditures to ensure they align with approved budgets and inform management of any significant variances.
    • Support budget forecasting and financial planning to ensure project objectives are met.
  2. Financial Reporting:
    • Compile, Weekly, monthly, quarterly, and annual financial reports for submission to the Project Manager and relevant stakeholders.
    • Maintain accurate financial records and ensure timely submission of all required financial documentation.
    • Prepare donor-specific financial reports in coordination with the finance department.
  3. Compliance and Audits:
    • Ensure financial practices adhere to HDF’s financial policies, donor requirements, and relevant laws and regulations.
    • Support internal and external audits by preparing necessary documentation and responding to audit queries.
  4. Accounts Payable and Receivable:
    • Process payments to vendors, suppliers, and project staff in accordance with approved policies.
    • Maintain proper documentation for all transactions and ensure timely settlements.
  5. Support Financial Operations:
    • Coordinate with the finance and procurement teams to facilitate project-related procurements, ensuring they align with HDF and donor guidelines.
    • Assist in capacity-building activities related to finance for project staff and partners.
  6. Other Duties:
    • Participate in regular project meetings, providing financial updates as needed.
    • Perform additional tasks assigned by the Project Manager to support the project’s financial management.
