Compound:

  • Guards are to be on duty at Day /night. One is to be located in the security booth (if provided) and the other is to be located inside the entrance gate to the compound.
  • Guards are not to sleep whilst on duty.
  • Guards are to be dressed in ACTED uniforms when on duty and or to have security identification cards visible (if issued).
  • Guards are responsible to ensure that vehicles are not parked across the ACTED entrances or vehicle gates. They are to ensure that both ACTED and visitors’ vehicles are parked orderly in their designated areas.
  • Guards are to report the loss of uniforms, identification cards and security related equipment to the Logistic Department/Administration. If the guard is to be found responsible for the loss, a formal warning may be issued.

General – Specific for Night Duty

  • Gates are to be locked at curfew or at a designated time determined by the Area Coordinator or Logistic Officer. At this time, the guards are to withdraw into the compound, ensuring that no items are left in the security booth.
  • Guards are not to sleep whilst on duty and are to remain alert.
  • Guards are to conduct regular checks of the perimeter fencing within the compound.
  • Guards are to ensure that where applicable, ACTED vehicles are parked inside the compound
  • Guards are to ensure that where applicable, perimeter security lighting is switched on at last light.

Visitor Access 

  • The guard is to meet the visitor and quickly and politely ascertains the reason for visit. The following information is to be obtained.
  • The name of the visitor and which organization she/He is from.
  • Who the visitor wants to meet with.
  • Purpose and duration of the visit.
  • The guard is to check the identification of the visitor and is to instruct them to complete their details in the visitor’s book. A visitor’s card is to be issued. During this time, the person to be visited is to be notified to confirm authorization for the visit. Once confirmation is given, the visitor is to be escorted into the compound to the relevant office.
  • At the completing of the visit, the visitor is to be escorted back to the entrance gate (this is the responsibility of the ACTED officer visited). He/She is to sign out of the visitor’s book and return the pass.

Vehicle Inspections

  • All non-ACTED vehicles entering an ACTED compound are to be inspected by the guards for improvised explosive devices (IED).
  • ACTED vehicles parked outside of the compound overnight are to be inspected first thing in the morning fro IED and signs of theft or sabotage.
  • Suspicious vehicles parked next to any ACTED compound. Emergency contact details are to be issued separate from these orders.

Emergencies       

An emergency situation can include fire, attempted break in to an ACTED compound, or armed people attempting to gain entry to an ACTED compound. Emergency contact details are to be issued separate from these orders.

 Fire

 In the event of a fire, guards are to:

  • Inform the Logistic Officer or another ACTED senior national or International staff member;
  • Inform the fire Department and the Local Police Office;
  • Cut the power to the building and close all office doors and windows where safe and applicable;
  • Attempt to contain the fire and wait further instructions;

Attempted Break In

In the event of an attempted break in, guards are to:

  • Inform the Logistic/Security Officer or another ACTED senior national or International staff member;
  • Inform the Local Police Office;
  • Where possible, detain the person and hold until the local authorities arrive to arrest or question him;

Armed Attack

In the event of an armed attack or armed person attempting to gain entry to an   

ACTED compound, guards are to:

  • Retreat to safety inside the compound and lock the gate;
  • Inform the Logistic/Security Officer or another ACTED senior national or International staff member;
  • Inform the Local Police Officer;
  • Wait for further instructions;
  • The Security Guard is responsible for all above responsibilities in front of Logistic/Security Department and will report to Senior Logistic Manager. Failure to accomplish any of the above mentioned responsibilities will subject to official sanctions or immediate dismissal.

PSEAH Obligation:

Acted has zero tolerance approach on PSEAH matters and as an Acted employee It is my utmost duty to ensure full compliance of PSEAH policies in Acted and outside Acted as well. I will not engage in any PSEAH violations and will ensure team working under my supervision will also follow the same protocols. I shall not be involved in any sexual exploitation or abuse. I shall ensure to comply with the highest standards of moral and ethical conduct. Any incident of SEA shall be reported to Acted. Any failure by myside to take preventive measures against sexual exploitation or abuse, or to investigate allegations or take corrective action, shall constitute grounds for termination of the Agreement. For the purposes hereof, the following definitions shall be used.

Sexual exploitation means any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another.

Sexual abuse means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.
