Key Responsibilities:
· Execute project activities including screening, enrollment, scheduling, and training.
· Enhance system efficiency and address operational issues.
· Collaborate with Outreach, Communications, M&E, and other units.
· Monitor and ensure achievement of key performance indicators.
· Maintain and update Gantt charts for task scheduling and execution.
· Provide strategic program support and guidance.
· Manage annual budget allocation and financial oversight.
· Prepare detailed and timely reports: monthly, quarterly, annual, and donor-specific.
· Identify and pursue opportunities for fundraising initiatives.

Leading and Supervising
· Directly supervise the work of UCOs in the assigned district through frequent field visits, review meetings, appraisals of reports and review of performance.
· Provide supervision and direction to UCO’s in ensuring that social mobilizers are selected along the profile described in the Social Mobilizer TOR.
Planning and Organizing
Planning
· Support/assist the District Task Force in developing and implementing a district-specific social mobilization plan for polio eradication and routine immunization
· Prepare a district-specific plan of Communication activities, clearly identifying where SM’s are deployed and activities planned
· Prepare a monthly workplan of activities in support of social mobilization for PEI and routine immunization
Implementation & Monitoring
· Promote and monitor UC and community level activities for polio eradication and routine immunization in reluctant and underserved communities
· Ensure quality implementation of IEC activities (especially group meetings, rallies, mosque announcements) and other persuasive communication techniques for polio eradication and routine immunization.
· Distribute IEC material (logistics of distributing flyers, banners, posters, etc. in rural and urban areas).
· Support Government partners during polio rounds in non-SM areas. E.g.: Go to rural area for monitoring; help to cover missed households.
Reporting (same as Outputs)
· District-level plan of SM activities
· Monthly workplan of activities in support of routine immunization and PEI

Data-based Planning of Interventions:
· Supervise and provide feedback to UCO’s on planned activities, ensuring quality interventions that focus strongly on interpersonal and group communication in resistant/underserved areas.
Relating and Networking
· Mobilizing faith/ religious leaders, volunteers (especially women) and influential and informal leaders.
· Catalyzing a network of NGOs, community-based organizations and existing social networks, and educational institutions - especially catering to underserved & minority communities.
· Liaise with EDOs for timely dissemination of IEC materials for polio eradication and routine immunization.
· Liaise with local press/ radio, ulema’s, mosques to promote polio eradication and routine immunization.
· Provide direct, qualitative feedback from service providers and community members to EDO’s and UNICEF/WHO on efficacy of social mobilization strategy and promptly report/address rumors, adverse events and communication-related issues and concerns.
· Represent UNICEF in the field when requested. E.g.: at any activity organized by partners Underserved Strategy.
· Responsible for the HR function within organization.
· Manage recruitment and selection of all new employees and contract staff.
· Work closely with management and employees on all grievance issues within the organization.
· Work closely with senior management to identity, develop and implement training and development programs in line with the project objectives.
· Management of the full recruitment process including sourcing strategy; interviewing; reference checking; making offers to candidates; driving and delivering induction training.
· Responsible for the development and delivery of the employee induction program.
· Design and implementation of performance management system that is linked to the core vision and objectives of the project and organization.
· Provision of on-going consultation to management on performance related issues.
· Delivery of training to employees on a regular basis – e.g. induction training; quality training; training on effective recruitment and performance management.
· Supporting the administrative requirements of internal teams in a pressurized office.

· Develop the framework for program/project M&E to ensure the quality of the work, process monitoring of activities, review of plans and facilitate in reporting to donor organization as per recommended format.
· Coordinate with regional/area of project financial team for all funds provided by MH in a transparent and auditable way and spend in accordance with policy and procedure.
· Prepare and provide relevant material for promotion e.g. case studies, event reports, success stories and communication/briefs.
· Facilitate involvement of all stakeholders and local community in a project, including, partners, communities, regional/provincial departments, UN agencies, Emergency cluster & working groups and other stakeholders.
· Support regional managers for identification of Program/Project implementation delays and provide workable alternatives/solutions to the management.
