Starting from February 2013 ACF will be implementing a 4 years EU project in Dadu District of Sindh- Pakistan. Where it will be hiring 80 new staff within one month time for accomplishment of project and 160 more staff in the proceeding time. Furthermore, there is need to compile and make a database of Job Descriptions for all designations of EU project. Conducting test and interviews for positions, making decision along with hiring supervisors and collection of documents, and helping HR Department in preparation of database and completion of personal files. Recruitment Consultant will help HR Department according to the following ToR's:
Compilation of Job Descriptions for all positions mentioned in EU Project Organogram, along with Coordinators / HR Coordinator. Maintenance of separate Database of Job Descriptions for all positions in different folders. Preparation of Advertisements on proper format. Timely and effectively advertisement on Brightspyre and Local Newspapers. Short-listing along with respective hiring supervisors. Schedule and conduct Test / Interviews with hiring Supervisors. Timely intimation of decision on hiring to HR Coordinator for employment contracts. Collection and filling of required Documents and forms from hired staff. Proper dispatch of completed HR Files to Islamabad for validation and staff filing.
Did the programme support coordination, development, representation, supervision, and monitoring activities to meet
programme objective. Develop, implement and manage operations system for offices in Sindh province. Worked closely with staff to ensure smooth introduction and operations of necessary systems in sub offices in all districts, including travel to the field offices for support and orientation. Accountable before management for all Administration, Logistics and support services including Procurement Management.
Accountable for full and proper implementation of Mercy Corps system of management, compliance and control with regard to the following disciplines:
A) Administration includes: Facilities, Offices, HR, IT, Security, Translation & Interpretation Management.
B) Logistics Includes: Procurement, Fleet, Warehousing, Assets, and Communication Management.
Mercy Corps had implemented Flood Emergency & Early Recovery Program Sindh / Baluchistan in five
(5)Districts of North Sindh (Skhikarpur, Kashmore, Jacobabad, Qamber&Larkana), andJafarabad in
Baluchistan, and extended its operation in two (2) District in South (Badin &MirpurKhas) by establishing Field Bases at all District Headquarter & I did manage the operation by establishing eight (8) Field Bases Main Base teams.
Drives programme that oversee all aspects of implementations, address real business needs as identified in the project cases, participates in cross-project planning to resolve conflicts in project priorities, resourcing schedule and scope, develops and monitors project financial, resource requirements, and risk profiles, monitors’ governance adherence, and support comprehensive reporting.
Evaluates existing project management practices and recommend improvements to project manager, Liaise with management at all levels of the project, managing their expectations for project delivery, escalating project issues, risks, and ensures that projects are well planned and organized including business case development, impact assessment, communication plans, and integrated project schedules, Leads planning, coordination and execution of projects with a clear focus on risk management and cross- functional stakeholder communication in a fast-growing and dynamic environment.
Manage the Project Admin (HR/Admin/Finance), Logistics (Procurement/Supplies/Warehousing/ Fleet), Coordination & representation to ensure implementation of SSD policies and smooth running of program.
Administration: All letters, Update admin & HR regulations, Premises follow-ups, acquiring premise, contracting and payments, ensure that organization rules, regulation, and procedure are in place.
Human Resources: Management of staff, employment contracts, extension & amendments, orientation, personnel files, periodic appraisals, maintaining centralized HRMIS database, salary and benefits management, successive planning, arranging trainings & seminar, maintaining time sheet, leave & holidays, taking disciplinary action, contract termination, and conducting exit interview etc.
Training & Development: Introduced Policy on Prevention of Harassment in compliance to legislation and conducted training for HR / Admin team, Senior Management and conducted office and field staff trainings on Community Mobilization Skills, PRA/PLA, Negotiation Skills, Report Writing & on Project.
Recruitment: Devising HR strategy, policies, rules and regulation, advertisement, collection of CV’s, short listing criteria, interview questioners, organize interview panel and selection of suitable candidates, checking references and collection of all information required for personal file and employment contract.
Finance and Grant Management: Maintenance and management of budget, control, and analysis of operational cost includes staff cost i.e. salaries & benefits, staff insurance, EOBI contribution, bonuses and gratuity, office supplies i.e. rent of office, guest house, warehouse, office stationary & utilities etc.
Logistics, procurement & Support Services: Assisted and supervised the logistical functions of organization especially in designing procurement strategy, planning, tendering, short listing, bid analysis, vendor negotiation, selection and contract awarding. Fleet management including fuel consumption report & fuel payments, movement of material & officials, Stock checking, verification and storage.

Delivered the sales strategies, targets, establishing relationships with customers, access needs and advising on the suitability of services, business development, attend meetings, supporting staff, communicating, implementing and
monitoring compliance, produce accurate facts, figures and reports.
Evaluating lending proposals, overall accountability for products and services, unsecured loans, overdrafts, credit cards and personal loans, internal control, and internal audit and management of small grant / loan project for entrepreneurial activities, etc.
Responsible for Admin, HR Management. Devise HR policy, formats, recruited 175 national staff, and 150 local volunteers & facilitate trainings. Establish 35 child protection centers, area offices at Battagram & Balakot with 2- base camp for restoration of 93 WaSH schemes.
Did stakeholder liaison, dealt with government, assisted logistics in supply chain management, dealt with national & expatriate staff time sheets, leaves, visa, ticketing & payment of national staff salaries, volunteer honorarium. Participated in flood emergency Project in 2007 & Psychosocial Project Trainings.
Responsible for admin, HR functions, recruited 150 national staff in short time to feed emergency food / NFI distribution, health, water & sanitation and shelter projects. Did management of staff, employment contracts, extension & amendments, orientation, appraisals, HRMIS database, trainings& exit interviews.
Office administration, disciplinary action, contract termination, facilities management and preparation of salaries & benefits. Dealt with national staff time sheets, leaves and holidays etc.
Manage the safety & security, coordination, development and management to create congenial working environment and to ensure smooth running of planned activities for achievement of organizational goals. Supervised & administer the operations assigned bank branches, duty list, timely rotation, segregated of duties, dual control, attend internal / external auditors, implement internal control & compliance, observe safe & counter cash limits, disbursement of Credit, post delinquency reports, timely recovery &safe custody of financial documents.
Prepared and supply all sorts of MIS, annual budget, periodical & daily balancing of books, handling of all departments, ensure internal control remain in place, satisfied customers, minimum operational risks, budgeting / Monitoring / Internal Reporting, staff training, appraisal, review credits of staff, good-own management / inspection, verification of stocks, operation of lockers, ATM and follow up of due payments.
