Introduction:

Muslim Aid is an International Humanitarian Organization active in emergency relief and long-term development Programmes, around the globe.  Muslim Aid Pakistan (MAP) is working in the area of Food, Security and Livelihoods, WASH, Education, Child Protection, Climate Change, and Disaster Risk Reduction (DRR). Muslim Aid Pakistan is seeking a capacity-building training consultant for comprehensive capacity enhancement of Government School teachers to ensure that the teaching methodologies are upgraded and are enabled to attract children through child-friendly education. 

Justification and Background:

Currently, Pakistan has the world’s second-highest number of out-of-School children with an estimated 22.8 million children aged 5-16 not attending school, representing 44% of the total population in this age group. In the 5-9 age group, 5 million children are not enrolled in schools and after primary-school age, the number of OOSC doubles, with 11.4 million adolescents between the ages of 10-14 not receiving formal education. Socio-cultural demand-side barriers, combined with economic factors and supply-related issues, together hamper the access to education. Putting in place a credible data system and monitoring measures to track retention and prevent drop-out of out-of-school children is still a challenge.  The gap between their own scores and those of their students reveals that teachers also have difficulty transferring their own level of knowledge to the students.

The education sector analysis notes that inadequate pedagogical skills, lack of proficiency low levels of teacher motivation plague the teaching workforce in Punjab and must be urgently addressed. Additionally, training should include the teaching of multi-grade classes since this is a common practice in many public schools. The low levels of teacher motivation may have been engendered by public perception of the status of the profession, and unconducive school and classroom environments. One of the main challenges that is resulting into the increased number of Out of School Children (OOSC) is lack of capacity of government schoolteachers in alternate disciplines.

Purpose:

The core objective of this training to enhance the quality of teaching at all selected primary school levels education by this training of the selected teachers. Teacher’s training included in the subject project will ensure that the teaching methodologies have been upgraded and enable schoolteachers and school management to attract children through child-friendly education. This teacher’s training will also help change the prevailing images of government schools’ outdated approaches to education provision. This will bring clarity among teachers on their subject and allow them to develop skills necessary for their personal development and learning which will in return ultimately help the students.

This training will be conducted in the coordination of the Education Department Loralai to avoid the duplication of the resources and will be subject-specific to develop their core expertise in relevant subjects, with prior information to Muslim Aid Pakistan and capacity-building training consultant will keep informed/consulted Muslim Aid Pakistan during the entire training period.

Scope of Work:

The capacity-building training consultant is expected to propose a team of professionals who will organize 04 days comprehensive training in which 14 sessions will be delivered relevant to different subject needs whereas some sessions will be delivered to all the participants generally. 48 teachers from 08 schools will be selected with proper consultation of the District Education Department Loralai to complete this training. The specific tasks for capacity-building training consultant are.

Organized training based on different training methodologies i.e., mainly Brainstorming, dialoguing for reflection and change, Group work/Activities, Interactive lectures supported by multi-media, Presentations by the trainees, Role Play, Worksheets, Oral and written assessment, Individual and Group Presentations, Usage of flipcharts, Drawings/models by the participants etc.

• Prior to training, Assess the capacity of teachers before training by PRE-test tool.

• Training will be conducted at two different venue one for male teachers and one for female teachers.

• Design 14 developmental modules covering the following areas 

• 2 sessions on “School Improvement Through Effective Leadership” 

• 7 sessions on formal education (Lesson planning, teaching methodology, Pedagogical skill, Classroom management, Multi grade teaching, Project base /Activity base learning, Assessment methodology, ECE teaching method and management, Inclusive education

• 2 sessions on Parent teacher school management committee and community mobilization, PTSMC s role in school development,

• 1 session on child rights and protection (CRC Principal, Objective and goal).

• Disaster Risk Reduction  

• Post -Training test and analysis 

Methodology:

Brainstorming, dialoguing for reflection and change, Group work, Interactive lectures through participatory approach supported by multi-media, Presentations by the trainees, Role Play, Worksheets, Oral and written assessment, Usage of flipcharts, Drawings/models by the participants etc.

The capacity-building training consultant will be working closely with the District Education Department Loralai, Muslim Aid Pakistan, and those teachers will be selected who have not attained this training from any training institutes in the past in order to avoid the duplication of the resources and subject-specific training will be meant to develop their core expertise in the relevant subjects.

all the resource persons of the consultant will be bound to abide by with map gender and safe guarding policies, requires firm to sign its code of conduct, gender and child safeguarding policy.

Expected Deliverables and milestones/ capacity-building training consultant Roles and Responsibilities

• A technical proposal detailing the plan of activities, methodology, and list of key trainers to be hired.

• Detailed implementation plan for training.

• Modules/manual for subject training.

• Introduce goals and objectives of training to selected teachers for subject training.

• Participants/ teachers able to develop improved curricula, lesson plans, class internal assessments, and classroom management techniques.

• Close coordination with education officer, MEAL officer and WASH/Education coordinator Muslim Aid Pakistan-Loralai for seeking guidance and by sharing regular progress reports on a daily basis.

• Tools for pre-/post-training evaluation.

• Pre- and post-training assessment with analysis/charts. 

• Share training material (Both hard & soft) with trainees as well Muslim Aid Pakistan.

• Attendance sheet of the participants for all training days.

• Fixing and placing visibility material at the training venue.

• Pictures/MOVs for activities and sub-activities with consent form of Muslim Aid Pakistan Loralai Team

• Activity Completion Report /Implementation Reports including soft & hard MOVs: Document outlining key achievements, documenting challenges and lessons learned from the implemented activities.

• Muslim Aid Pakistan team during the training will constantly get Feedback from trainees.

  Qualifications or Specialized knowledge/experience required

• Team Lead must have an advanced university degree 

• At least 5-10 years of institutional experience with teacher training and practical experience in teacher education programming.

• Up-to-date Curricula Vitae (CV) for each of the training professionals including experience in similar assignments and at least two professional references should be submitted in the proposal. 

• Proven experience in the capacity building of teachers training of Government schools. A list of the training imparted must be attached with the technical proposal.

• The capacity-building training consultant should submit a separate financial proposal), as well (all applicable government taxes should be included in the financial proposal).

Language Required for the capacity-building training consultant

• Fluency in English, Urdu and Pashto, is mandatory, 

• Interpersonal and communication skills, particularly writing skills, facilitation skills

Conditions:

• The capacity-building training Individual consultant should provide its own equipment and materials necessary for the training. Performance of the expected deliverables outlined above. Capacity-building training consultant will not be entitled to payment of overtime. All remuneration must be within the contract agreement.

• No contract or travel related to this assignment may commence unless the contract is signed by both parties.

Payment Schedule:

• Payments will be made upon submission of training completion report & complete handing over of all agreed deliverables mentioned in TORs and its complete verification from concerned personnel of Muslim Aid Pakistan. 

• The consultancy will include all costs associated with including all taxes.
