• The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.
  • Working in close coordination with programme team and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
  • Contribute to and facilitate a programme of results-based gender, protection and disability programming through a consultative process with sector and/or cluster partners.
  • Ensure that IR’s protective, Inclusive and safeguarding approaches to programming are consistently applied through community-based protection methods.
  • Build/ strengthen active partnerships with relevant government agencies, GBVs, safeguarding/PSEAH protection and disability-specialised NGOs/ CSOs partners, and strengthen referral systems in areas of disability, Child protection and GBV;
  • Network with key external stakeholders to find areas of collaboration, best practice, innovation, knowledge sharing and partnerships.
  • Identify training needs and build the capacity of IR local staff on safeguarding, gender, and disability inclusion and protection components.
  • Ensure data collection mechanisms are in place and data is collected and analysed periodically
  • Conduct conflict sensitivity analysis exercises with relevant stakeholders and ensure IR programs “Do no harm” in their communities.
  • Ensure gender, age and diversity analysis is done and updated regularly to respond to beneficiaries' needs
  • Provide technical support on disability inclusion and protection for new bids and proposals to ensure it is weaved into the planning phase.
  • Proactively exchange learning and synergy with all involved stakeholders.
  • Drafts relevant sections of reports required for donors and management.
  • Collaborate with Monitoring and Evaluation personnel for timely evaluation of projects.
  • Participate and influence external platforms on safeguarding, disability, protection and inclusivity.
  • Conduct regular field visits with 80% time in field and 20% for reporting.

General Management and Leadership

  • Ensure IRP member and mission from IRW are fully briefed on all aspects of security, social and cultural norms and local conditions and behavior;
  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, provincial and local government, bilateral and multilateral donors, and other principle stakeholders including the military where present;
  • Create the conditions to ensure effective teamwork and morale.
  • Ensure all project staff understand and carry out their duties in accordance with Protection & Inclusion, humanitarian principles, core values, IR International Code and SPHERE.
  • Ensure the Area Management and are kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments.

Public Relations / Media

Support the PR/Media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to IRW.

Safety and Security

  • Ensure all IR personnel understand individual and collective responsibilities for safety and security;
  • Liaise with the local supply chain officer to ensure compliance with IRP Security Guidelines and their effective application in the local context;
  • Monitor the operational environment with respect to increased level of threat and advise the Country Office and IR Security Officer/Security Focal person.
  • Determine and install the appropriate communications means to meet operational and security requirements;

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promote or encourages SEAH.

Qualification: 

University degree in one of the relevant areas- Sociology, International Law, Human Rights, or Social Science, Doctor of Psychotherapy.  

Work Experience: 

Bachelor’s degree and a minimum of 07 years of relevant experience or Master’s degree and preferably 05 years of relevant professional work experience in disability, disability inclusive MNCH, human rights issues, protection and/ or child protection and GBV. Working in emergency or conflict situations is an asset. 

 Skills:

  • High level of all aspects of managerial experience, including managing multi-donor budgets
  • Experience in complex decision making and leading a multi-disciplinary team under difficult circumstances
  • The highest level of expertise in representation and negotiation with governments.
  • Strong understanding of the humanitarian operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management
  • An Excellent understanding of the current Disaster Risk Reduction Strategies in Country
  • He or She must have experience of working for a Humanitarian Organization specifically in the context of Tribal Districts.

Language:

Fluency in Sindhi, English and Urdu

Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of IR. This includes effective negotiation and representation skills.

Integrity: Works with trustworthiness and integrity and has a clear commitment to IR's core values and humanitarian principles.

Resilience/Adaptability and flexibility: Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment, particularly in high-stress and high security contexts.

Work style:

  • Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
  • Knowledge and application of Sphere Standards, Humanitarian Principles, administration, information management and telecommunication skills and proficiency in information technology/ computer skills and other guiding principles during interaction with Disaster affected communities.
  • Fluency in English (oral and written) including excellent writing skills, however command over Pashto language is desirable.

Value Added Skills 

  • Relevant experience of working with humanitarian/development sector/INGOs
  • Working knowledge of regional languages of Pakistan.

Knowledge:

  • Demonstrate enhanced knowledge of inclusive programming approach to disability, child protection, disability inclusive MNCH approaches and safeguarding/GBV issues.
  • Good understanding of disability, protection, gender/GBV and guidelines in preventing in humanitarian action.
  • Good understanding of CHS Commitments, SPHERE, minimum standards of age and disability inclusion standards
  • Good understanding of minimum standards on child protection, gender and disability inclusive programmes.
