Position Summary:

The Base Program Manager will be under the direct supervision of the Field Coordinator Balochistan and technical supervision of the Country Program Coordinator is responsible for the strategic development, implementation, and oversight of the projects in Balochistan. This includes ensuring program objectives are met in collaboration with SIF, donors and the Government of Balochistan, managing resources, and leading the program team.

Responsibilities:

Program Coordination and Implementation:

  • Strategic Planning and Execution: Develop and implement strategies to meet program objectives within specified timeframes and budget constraints. This includes defining clear goals, measurable outcomes, and designing appropriate interventions aligned with organizational priorities.
  • Create Detailed Implementation Plans: Develop detailed, actionable implementation plans for all projects, outlining specific activities, timelines, resource allocation, and responsible parties. These plans should ensure efficient execution and track key deliverables across different phases of the program.
  • Project Management Plans (PMPs): Develop and maintain comprehensive Project Management Plans (PMPs) for each project, ensuring that all elements of the project, from start to finish, are carefully planned and managed. This includes defining the project scope, objectives, deliverables, timelines, risk management strategies, and performance monitoring systems.
  • Site Monitoring and Stakeholder Coordination: Conduct regular visits to program sites to monitor progress and identify areas for improvement. Collaborate with stakeholders such as local authorities, partners, and community members to ensure smooth and efficient program delivery.
  • Training and Capacity Building: Organize and lead training sessions and orientations for staff, community members, and stakeholders. Ensure that all parties involved are well-informed of the program’s objectives, procedures, and best practices to guarantee effective and consistent implementation.
  • Program Evaluation and Reporting: Regularly assess the effectiveness and impact of the program through data collection, feedback mechanisms, and field visits. Ensure continuous improvement by adjusting strategies as needed. Prepare and submit comprehensive progress reports to the Senior Management, detailing achievements, challenges, and recommended changes.
  • Resource Allocation and Operational Support: Collaborate with Logistics, Finance, and HR departments to ensure timely and efficient allocation of resources, including human resources, equipment, and finances. Facilitate smooth operational support for program activities.
  • Staff Support and Supervision: Offer continuous guidance, mentorship, and capacity-building support to program staff, ensuring they have the necessary skills and resources to carry out their tasks efficiently. Provide regular performance feedback and create development opportunities.
  • Communication and Reporting: Maintain ongoing communication with the Field Coordinator, and relevant staff members to provide timely updates on program activities, achievements, challenges, and any potential risks. Ensure that there is a transparent flow of information between all relevant parties.

Human Resources Management:

  • Technical Assistance: Technical Support to the program team, providing technical assistance and ensuring they meet performance expectations. Address any team-related issues and promote a collaborative, inclusive, and results-driven work environment.
  • Human Resource Planning: Anticipate human resource needs for successful program implementation. Identify staffing gaps and ensure that the team has the right skill sets at each stage of the program lifecycle.

Coordination and Communication:

  • Internal Coordination: Foster effective communication and collaboration with various teams, including the Islamabad office, the Field Coordinator, and the field offices. Promote a culture of teamwork and synergy to ensure that all parties involved are aligned with the program's goals and objectives.
  • External Stakeholder Engagement: Build and maintain strong relationships with key external partners, including government agencies, donors, NGOs, and community leaders. Ensure that stakeholders are continuously informed and engaged in the program's development and impact.
  • Timely Information Sharing: Ensure timely and accurate sharing of program updates, challenges, achievements, and progress with internal and external stakeholders, including regular coordination meetings and reports.

Reporting and Documentation:

  • Progress and Impact Reports: Prepare and submit daily, weekly, and monthly reports as required by the Country Coordination Team (CCT) and the Field Coordinator. These reports should detail program performance, financial status, team progress, challenges encountered, and any necessary corrective actions.
  • Documentation of Best Practices: Collect and document lessons learned, challenges faced, and best practices from the field. Use this documentation to inform future program planning and improve overall program design.
  • Impact Assessment: Continuously measure and report on the program's impact, ensuring that key performance indicators (KPIs) are met and that the program's objectives are achieved effectively and efficiently.

Budgeting and Financial Management:

  • Budget Development and Oversight: Develop detailed program budgets in collaboration with the finance team. Monitor expenses, ensuring that the program stays within budgetary constraints while maintaining quality and efficiency.
  • Expenditure Tracking and Reporting: Ensure accurate tracking of expenditures, manage financial resources in compliance with organizational and donor guidelines, and provide regular updates on budget status.
  • Financial Reporting: Prepare and submit financial reports as part of the overall program reporting process. Work closely with the finance team to ensure that all expenditures are accurately recorded and that financial audits are completed smoothly.

Proposal Writing and Resource Mobilization:

  • Proposal Development: Lead the development of high-quality proposals for new programs or extensions to existing programs. Collaborate with the senior management team to design compelling, impactful, and resource-driven proposals that align with donor priorities and organizational goals.
  • Donor Engagement: Maintain strong relationships with current and potential donors. Regularly update them on program progress and impact, ensuring that proposals are tailored to meet donor expectations and requirements.

Project Tracking and Technical Support:

  • Project Monitoring: Oversee the monitoring of all program activities, ensuring that timelines are adhered to and that program outcomes are tracked against predefined indicators. Use project management tools to monitor deliverables and adjust implementation strategies as needed.
  • Technical Assistance to Project Officers: Provide ongoing technical support and guidance to Field Project Officers. Ensure that they are equipped with the knowledge, tools, and resources needed to implement their respective projects successfully. Address any technical challenges that arise in the field and provide solutions in a timely manner.
  • Risk Management and Mitigation: Identify potential risks to the program and work proactively to mitigate them. Provide technical support in developing contingency plans and responding to challenges as they arise.

Overseeing WASH Intervention and Livelihood Projects:

  • WASH Intervention Management: Oversee the planning, implementation, and monitoring of Water, Sanitation, and Hygiene (WASH) interventions to ensure that activities align with program objectives and are executed effectively and efficiently. Ensure that all WASH-related projects are designed with a focus on sustainability, community involvement, and long-term impact.
  • Livelihood Project Management: Lead the implementation of livelihood projects aimed at improving the economic well-being of communities. Ensure that activities such as vocational training, income-generating programs, and micro-enterprise development are carried out according to the agreed project plans, timelines, and budgets.
  • Coordination of WASH and Livelihood Initiatives: Ensure effective coordination between WASH and livelihood initiatives, ensuring that both sectors are aligned in meeting the overall program objectives. Foster collaboration between teams working on these interventions to maximize impact and ensure that cross-cutting issues like gender, inclusion, and environmental sustainability are integrated.
  • Stakeholder Engagement: Collaborate with local authorities, community groups, and relevant stakeholders to ensure that WASH and livelihood projects meet the needs of the target populations. Maintain strong relationships with key partners, donors, and technical experts to enhance project effectiveness and sustainability.

Weekly and Monthly Reporting to the Country Coordination Team (CCT):

  • Weekly Reporting: Prepare and submit detailed weekly progress reports to the CCT, providing updates on the status of WASH and livelihood activities. The report should highlight key achievements, challenges faced, any adjustments made to implementation strategies, and any immediate support required. Include updates on resource allocation, community engagement, and any issues that could impact the timely completion of activities.
  • Monthly Reporting: Prepare and submit comprehensive monthly reports to the CCT that summarize the overall progress of both the WASH and livelihood projects. These reports should provide a more in-depth analysis, including:
    • Detailed progress against objectives and key performance indicators (KPIs).
    • Financial status, including expenditures versus budget.
    • Any deviations from the original plan and corrective actions taken.
    • Success stories, case studies, and notable outcomes.
    • Challenges and risks encountered during implementation and mitigation strategies.
    • Lessons learned and recommendations for improving the next phase of the intervention.
  • Data-Driven Reporting: Ensure that all reports are data-driven, supported by relevant indicators, and provide clear evidence of impact. Use qualitative and quantitative data to paint a full picture of the progress and challenges.
  • Timely Submission: Ensure that weekly and monthly reports are submitted on time, as per the schedule defined by the CCT, to allow for timely decision-making and coordination with other program stakeholders.

Supervisory Responsibility: Technical Supervision of Project Officers.

Position Type/Working Hours: Full-time position with 40 working hours per week. Occasional evening and weekend work may be required as job duties demand.
