Capacity strengthening of provincial and district Education Officials on supportive supervision and monitoring, quality measurement, SDG04 indicators and reporting. RI will build the capacities of provincial and district government officials to perform their duties better and improve overall administration, supervisory support, understanding of SDGs, planning and implementation. RI plans a three-day training of 30 government officials on the following topics:

  • Education planning,
  • Supportive supervision and monitoring, and quality measurement,
  • SDG-4 indicators and its reporting.
  • Digitalization of learning and classroom, & digital lesson plans in KP.
  • Current statistics of out-of-school children in Pakistan and KP.
  • Barriers to achieving SDG-4 in Pakistan, and suggesting possible solutions. 

The training of provincial and district education officials on SDG 4 indicators will complement the PACE project objective number 3 i.e. Education services delivery is improved at provincial, district and school levels.

Scope of Work:

The incumbent will be required to ensure the pre-training, while-training, and post-training preparations, which include:

Development of training content: This includes a training manual, session planner, participants' workbook etc.

Developing training materials: This includes training evaluation tools, pre and post-questionnaires, end-day reflection sheets, PPTs, and other handouts/worksheets required for conducting participatory training.

Conducting training sessions: This means roll-out the 3 days training sessions with 30 participants. The training is required to be participatory, where interaction patterns will be used to engage participants during the training. It will be 7 hours long training starting from 9 in the morning and ending around 4 p.m. The training will include two breaks i.e. 30 minutes for a tea break and 1-hour prayers/lunch break. RI will ensure the availability of a training hall equipped with a multimedia projector, speakers etc. RI will be to pay TA/DA to the training participants, and meals during the training.

Assessing training needs: Assessing the training and trainees’ needs during the training, and updating the training approach to ensure inclusion, equity and equal involvement of all the trainees. The consultant will be required to check and mark the pre and post-training tests and share the analysis in the training progress report.

Evaluating the effectiveness of the training: The consultant will be expected to evaluate different aspects of the training at the end. The different aspects mean PPTs, inclusion, cultural sensitivities, time, refreshments, handouts, training sessions, the behaviour of the trainer etc.

Sharing training progress report: The consultant will be required to generate a well-tunned training report upon the completion of the training. The training report will embody all the required aspects of a quality report ( summary of the training sessions, pre & post-test scores analysis, training evaluation, attendance sheets, conclusion, recommendations etc.). The shortlisted candidates will be required to submit the format of the training progress report with RI.

Deliverables:  

  • Training manual in hard and black and white. This will require only the consultant to guide him/her during the training delivery. The consultant will be required to print it out.
  • Session planner: This includes session title, time, learning objectives, session description, and methodologies/instructions. This will be printed in bulk for participants by RI, after the consultant shares with RI.
  • Training Agenda: This will be provided to RI for printing before the training.
  • Tools like pre/post-tests, end-day evaluations, and training evaluations: RI will be responsible for printing the tools and pre and post-tests, once shared by the Consultant.
  • Will produce a well-tuned training progress report.
  • PPTs: These will be required in soft form.
  • Other required handouts

Qualifications and Experience:

  • Maximum post-graduate degree in social sciences.  
  • Previous experience in rolling out training programs for NGOs, INGOs and UN agencies
  • Capacity strengthening of Provincial and District Education Officials to:
  • Better perform their duties and improve the overall administration
  • Provide supervisory support to teachers upon school visits
  • Understand Sustainable Development Goal 4 indicators
  • Acquire skills required for better planning and implementation
  • The consultant should have demonstrated expertise in the subject matter which is SDG 4 indicators.
  • Relevent certification and foreign qualification will be a plus point.
