Job Purpose: The Project Coordinator (PC) will lead and directly manage the project at D.I khan by ensuring improved an effective delivery of project outputs and outcomes. Develop and maintain the coordination mechanism with concern stakeholders, Internal departments and donor agency. The PC will responsible for the project operational, quality control, implementation, and reporting and compliance assurance for the project components according to the project agreement and compliance policies
Key Accountabilities:
The job holder is accountable for fulfilling his / her roles and responsibilities in line with organisation’s and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.
- The following are the main responsibilities that the role holder will be accountable for:
- Wo Working in close coordination with Technical Specialists/District/Humanitarian/Program Coordinator, thematic leads and MEAL team to ensure routine project related assessments are executed and monthly quarterly and final reports are submitted timely and implementation and exit strategies are developed.
- Lead in the district level project planning and implementation in consultation of thematic leads/humanitarian & program coordinator, project team to ensure the project implementations fall within the organization’s strategic dimensions.
- In consultation with Area Office/Technical Thematic Leads, plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives
- Regular participate in progress review meetings and other coordination meetings and maintain records of all key meetings, coordination activities, events workshops etc.
- Possess excellent understanding and skills in management of multi sectorial DRR emergency response projects.
- Oversee administration of project budget, including control and monitoring of project related expenditures. Cash flow management, Regular Review of the BVA, preparation of interim and final financial reports etc.
- Coordinate the development of all project implementation plans and budgets within the framework of the agreed programme and strategy and project management tracker (PMT) and business plan
- Assist and advise the district /provincial and country level technical leads in project activities
- Oversee the implementation of DDR project ensuring that technical requirements and quality standards are considered and respected during project implementation
- Anticipate and mitigate risks and implementation delays and provide ad-hoc support to project implementation through trouble shooting and eliminating blocking points
- Maintain ongoing surveillance of the developing humanitarian emergency and recovery situation and adjust activities accordingly at district level
- Ensure adequate monitoring and reporting framework in place and quality standards are observed, followed and institutionalized at management, administration and operational levels; and advise Senior Management to adapt projects according to monitoring and evaluation findings.
- Ensure that different sectoral activities of DRR/DRM are implemented in a coordinated and cohesive manner.
- General Management Leadership and team building at district level, create the conditions to ensure effective teamwork, team building and morale.
- Provide strong leadership of the assigned integrated emergency projects, working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, and local authorities, and General Management
- Establish and maintain constructive working relationships with other NGO’s, UN agencies, provincial and local government, bilateral and multilateral donors, and other principle stakeholders including the law enforcement agencies where present;
- Ensure all project staff understand and carry out their duties in accordance with humanitarian principles, core values, organization International Code and SPHERE standards, DRR principles and humanitarian charter.
- Ensure the district/area management and are kept informed about assessment progress, response implementation and strategies, project plans, progress reports, and other significant developments.
- Conduct regular field visits with 50% time in field, 20% Coordination with stakeholders and 30% for reporting
Safety and Security
- Liaise with the local/area supply chain officer to ensure compliance with organization Security Guidelines and their effective application in the local context;
- Monitor the operational environment with respect to increased level of threat and advise the Security Officer/Security Focal person.
- Follow the appropriate communications means to meet operational and security requirements;
Administration
- Ensure that administrative support functions are supported in accordance with organisation’s administrative policies and procedures;
- Ensure compliance with country legal, contractual, labour and statutory requirements.
Financial Management and Planning
- Regularly review and financial planning/forecasting and reporting of the project
- Assist area/district and country level coordinators, financial team in execution of the project financial expenditures, BVA review and reporting
- Ensure with the finance department, the maintenance of organization financial protocols and accounting systems for all field interventions.

Qualification: Master/Bachelor in Project Management, Social Sciences, Rural Development, Development Studies, Environmental Science, Environmental Engineering, Climate Change, Disaster Risk Management or a related field.
Experience: 7 Years with Masters and Or 9 Years’ Proven experience project management & Disaster Risk Reduction programming; and Dedication working in Humanitarian and Development sectors with focus on DRR projects having environmental, social and gender compliances
Language:
- Urdu, English and local languages
- Pashto and Saraiki dialect will be preferred

- Knowledge and application of Sphere Standards, Humanitarian Principles, telecommunication skills and proficiency in information technology/ computer skills and other guiding principles during interaction with Disaster-affected communities.
- Good skills in English (oral and written) including excellent writing skills, however command over Pashto language is very desirable.
Value Added Skills
- Relevant experience of working with humanitarian/development sector/INGOs
- Working knowledge of regional languages of Pakistan.
Computer/other Skills:
- The candidate shall be computer literate and having good skills of MS office, MS excel and power point.
- Motivation and skill enhancement (capacity development) of communities to increase their income level
- Well familiar with Social Mobilization Process and Social Mobilisation Cycle
- Effective interpersonal skill, ability to negotiate, ability to manage conflicts and ability of being pro-active
