CAPACITY BUILDING AND STRENGTHENING OF DIRECTORATE GENERAL OF MINES & MINERALS
Capacity Building and governance reforms for Government department are one of the highest priorities of the Chief Minister Punjab, in order to implement growth strategy and for achieving targets in the Province. The Directorate General of Mines & Minerals, Punjab has been lacking the capacity for effective supervision of mining operation. In order to enhance mineral production of coal especially for power generation, Capacity Building of the Directorate is inevitable.
The overall objective of the project is to bring transparency, efficiency, better control and prompt decision making in the Minerals Sector through digitization with help of Surpac and GIS Software. GEOVIA Surpac™ is the world’s most popular geology and mine planning software, supporting open pit and underground operations and exploration projects in more than 120 countries. The software delivers efficiency and accuracy through ease-of-use, powerful 3D graphics and workflow automation that can be aligned to company-specific processes and data flows. Surpac addresses all the requirements of geologists, surveyors, and mining engineers in the resource sector and is flexible enough to be suitable for every commodity, orebody and mining method. Its multilingual capabilities allow global companies to support a common solution across their operations.

Estimates suggest that in Punjab, Pakistan only a small fraction of the true tax liabilities are collected and there is considerable potential to generate greater revenue through better collection of exiting taxes, which are critically hinged on the performance of tax collectors. The researchers with the Government of Punjab, aimed to conduct a randomized, controlled field experiment among property tax collectors, 480+ tax collectors from all major urban cities were selected by the government for participation in the project. By measuring multiple outcomes that can potentially separate corruption from low effort, the authors aimed to inform the channels through which these wage and incentive schemes work and the circumstances under which one or another may be preferred. The project grouped the teams in three groups; revenue based honorarium, revenue PLUS honorarium and conditional fixed wage honorarium. The study aimed to directly inform tax collection policy in developing countries by drawing on Punjab, to evaluate wage and incentive schemes for tax officers that may have a large impact on revenue collection and the overall efficiency of the tax collection system. This project will pave way for optimal government HR policy in the tax department. Results of this project will encourage governments in Pakistan and elsewhere to undertake more ambitious incentive mechanisms for public employees.

The Government of Pakistan (GOP) sets out in its Poverty Reduction Strategy Paper (December 2003) a four-pronged approach to alleviating poverty: (i) achieving high and broad-based economic growth focusing particularly on the rural economy, while maintaining macroeconomic stability; (ii) improving governance and consolidating devolution, both as a means of delivering better development results and ensuring social and economic justice; (iii) investing in human capital with a renewed emphasis on effective delivery of basic social services; and (iv) bringing the poor and vulnerable and backward regions into the mainstream of development, and to make marked progress in reducing existing inequalities.
The higher level objective of the Project is to improve the land records service delivery in the Province of Punjab, contributing to long-lasting tenure security. The outcomes, expected to result from the Project, are:
Increased access to land records at lower transaction cost for the beneficiary, through a client-responsive service.
Increased level of tenure security of land-right holders.
Project success will be assessed by client satisfaction with the new system, in terms of access to records and increased level of tenure security, and by measures of improvement in services (reduced time for issuance of frauds and completing mutations). Although the Project aims at benefiting the entire community of landowners, a specific target will be the underprivileged and marginal groups that are penalized by the existing land recording system. Specific measures for participation by women and subsistence farmers will, therefore, be monitored. Results and key performance indicator framework in line with the development objectives of the project have been developed.
In the first week of September 2014, heavy monsoon rains and floods in the catchment areas of the eastern rivers of Chenab, Ravi, Sutlej, and Jhelum in Pakistan resulted in flash floods and heavy inundation. These floods damaged houses, destroyed standing crops, and blocked access to many communities in Punjab Province, Gilgit Baltistan, and districts located along Pakistan’s northeastern boundary.
The flood and rains affected 44 districts across the country. In 23 districts that were in the flood’s path, the impact was high. The rest of the districts were affected by the extraordinary heavy rains. The 23 most heavily impacted districts were primarily affected by the flooding in the eastern rivers (particularly, the Chenab) that emanated from across their eastern and northern borders. The widest flooding was in Jhang District—2,271 square kilometers (km)—followed by Muzaffargarh (1,243 square km) and Sialkot (1,214 square km). About 668 millimeters of rainfall was recorded in 3 days in the district of Palandri and 316 millimeters in Sialkot.
According to figures released by the government, 367 persons lost their lives, and more than 600 were injured. About 2.5 million people were affected overall, and more than 110,000 houses were partially damaged or destroyed. More than 1 million acres of cropland and 250,000 farms were damaged or destroyed. Nonfarm sources of livelihoods and services were also affected, since many small enterprises and manufacturing and processing units were closed due to flood damage. In terms of livelihoods, the poorest segments of the population living in the vulnerable low-lying areas and daily wage earners were those most affected by the disaster and the disruption it caused to the economy.
The Government of the Punjab is implementing the 5-year Punjab Cities Governance Improvement Project (PCGIP) with financial assistance from the World Bank in five major districts including Lahore, Faisalabad, Rawalpindi, Gujranwala, and Multan. The project is focused on strengthening the governance system in partner City District Governments (CDGs) and entities for improved government service delivery.
PCGIP is a USD 150 million, five-year results based project. The PCGIP has evolved from a comprehensive urban sector dialogue between the World Bank and the provincial government over the last several years. The project builds on the policy reforms already undertaken by GoPunjab, and focuses on stage 2 of the urban agenda: strengthening urban governance – the institutions and management systems.
The project utilizes a results-based approach and, consistent with this focus, the disbursement decision will be based on achievement of pre-specified results, referred to as Disbursement linked Indicators (DLIs), determined in partnership with the government. The DLIs reflect priority elements in furthering the government’s urban agenda, critical at the provincial level, within the existing legislative, regulative and policy framework of the government. They include intermediate outcomes, incremental steps, and results contributing to improved efficiency and effectiveness during and beyond the project.
The PCGIP project development objectives include providing support to the Province of Punjab’s cities in the following major areas:
• Strengthening systems for improved planning, resource management, and accountability, and,
• Improving the Province of Punjab’s capacity to respond promptly and effectively to an Eligible Crisis or Emergency.
Extending Flood Warning & Management Capacity of Pakistan Indus Basin
The Government of Japan and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have agreed to implement a project worth US$ 4.05 million to further improve flood warning and management capacity of the Government of Pakistan. In the presence of H.E. Mr. Kazuyuki Nakane, Parliamentary Vice-Minister for Foreign Affairs of Japan, Mr. Takashi Katae, Chargés d'Affaires ad interim of Japan to Pakistan and Mr. Mitsuyoshi Kawasaki, Chief Representative of JICA Pakistan Office, signed agreements with Ms. Vibeke Jensen, Representative / Director, UNESCO Islamabad, Pakistan.
