The Balochistan Rural Development and Community Empowerment (BRACE) is a six-year (2017-2023) European Union (EU) funded Programme and is being implemented by BRSP in nine districts; Zhob, Loralai, Duki, Pishin, Killa Abdullah, Chaman, Washuk, Khuzdar and Jhal Magsi in collaboration with the technical assistance partner DAI and Government of Balochistan. The programme aims at mobilising and capacitating the rural communities for reinforced resilience, accessibility to basic services, improved livelihoods, economic growth, capacity enhancement of local authorities/governments to partner with communities for effective and efficient service delivery, and to assist the development of a strategic policy framework for institutionalisation of these approaches. This initiative has been designed to pave the way for a future Sector-Wide Approach (SWAP) for supporting rural development through community-led development, and providing a platform to GoB and its development partners for evolving a contextualised and harmonised approach to community-led development and local governance.
Develop monthly & quarterly work plans of livelihood activities at FU level with consultation of FU in charge.
Help CRPs in developing their monthly workplans.
Identify & assess target beneficiaries for IGGs, TVET, ALNS & CIF through Poverty Score Card as Baseline at FU level.
Ensure record of identified beneficiaries at FU, respective Cis & beneficiaries’ level.
Ensure that developed Income Generating plans are accurate and completed.
Make arrangements for EDT & marketing training of IGG beneficiaries as per monthly targets.
Ensure that master trainers provide complete training report with quality pictures and attendance.
Collect monthly monitoring reports of ALNS centers from CRPs, compile the reports and further share with Livelihood Coordinator at HO of each month and process the salaries of teachers accordingly.
Ensure that monthly status of TVET, IGGs & CIF beneficiaries by CRPs updated on android applications.
Ensure data entries of all livelihood related activities on MISs on regular basis.
The Livelihood & CIF Officer will compile monthly and quarterly reports against the work plan and submit the reports to the livelihood Coordinator at HO along with means of verifications.
Conduct monthly meetings with CRPs & CBKs, review their progress against their work plans and share with Livelihood Coordinators and submit requests of their monthly stipends to FU in charge.
Prepare all supportive documents for sub granting of IGGs & CIF and provide to M&E officer for finalization and further submission to HO.
Ensure provision of IGGs with support of admin officer in large scale stakeholders gathering and maintain appropriate record at CBKs & Field Unit level.
Ensure disbursement of CIF to respective beneficiaries with support of Qarz committee and CBK.
Develop success stories and share with HO on monthly basis.
Make arrangements for external/internal visits to the project area.
The Role: The Senior Social Organizer is responsible for overall guidance to social mobilization at community, sub-catchment and sub-basin levels harmonizing with Afghanistan’s national/ and provincial policies relevant to natural resources management for delivering results that have been envisaged by Upper Catchment Rehabilitation and Management Project in Badakhshan. The incumbent will focus on developing the strategy, action plan for organizing communities at various levels for registration into relevant authorities ensuring effective vertical and horizontal linkages.The Senior Social Organizer will also contribute into Key responsibilities1. Social MobilizationPrepare social mobilization related user friendly guidelines, manuals, information materials, extension materials that are relevant to project’s scope of work.2. ResearchDesign and conduct studies of best practices to increase project visibility and to feed into Afghanaid’s future plan of action. Contribute technical team to conduct sub-catchment level natural resource management situation analysis.Specific duties:• Identify policies/ legislations (existing and pipeline) pertinent to facilitate communities to organize at local, sub-catchment and sub-basin level for improving natural resource management system in selected sub-catchments.• Develop strategy and action plan for registration of the communities at various level• Develop capacity of the field staff to enable them effective community organization• Develop learning packages for enabling communities at various levels to manage natural resources and share benefit in equitable manner for long term sustainability.• Train field staff to use train community members using prepared packages• Contribute conducting project results relevant baseline for targeted sub-catchments.• Contribute revising logical framework including relevant monitoring indicators• Contribute preparing annual work plans and budget.• Contribute preparing reports as per project requirements.• Train project staff on concept and practices of social mobilization linking with participatory natural resource management relevant to upper catchment rehabilitation and management.• Contribute conducting case studies and best practices for sharing with others and to showcase project results• Liaise with relevant government agencies and partner NGOs to increase programme effectiveness.
Assist in coordinating and conducting the assessment, monitoring and evaluation of project activities related to agricultural livelihoods (Agricultural Schemes, Farmers’ Field Schools, Exposure Visits etc)
Carry out different types of need assessments and surveys as and when required for the project implementation. Carry out different analysis of agricultural value chains, comparative economic analysis of different crops and compiling of reports
Implement project activities like development of village development plans, enterprise development and assess the situation for innovative scheme in livelihood sector.
Advise senior management on the formation of poverty graduation strategy in the Afghan Refugees, including where to focus program resources, how to develop operational relationships with the key stakeholders especially communities, as well as how to address programmatic challenges.
Assist and facilitate other team member in strengthening and or formation of Community Institutions (CIs) with particular focus on ensuring the active role in schemes implemented during the project
Monitor and report to senior management on the changing environment and thereby pro-actively contribute to evolving agriculture strategy in response to the ground realities.
Serve as point of contact at the district level and actively develop and maintain positive relationships with all relevant stakeholders in the district, including but not limited to all government departments and representatives, community and local organizations..
Establish and oversee the consultative processes with regard to poverty graduation between the Camp Administration structure by encouraging CAR officials to participate in meetings, as well as participate in the monitoring of project implementation at the site, thus ensuring visible and tangible ownership of the program by the GoP and increasing positive interactions between the government and community.
Manage and oversee grant implementation within the targeted district, from the generation of grant ideas in accordance with the strategy to the completion and closure of each grant as per the standard operating procedures and in compliance with PPAF rules and regulations.
Oversee the maintenance and submission of project management tools to ensure quality implementation of all agriculture projects and activities in timely fashion.
Submit program related reports as required.
Regularly convene and participate in community, government and partner meetings.
Coordinate and facilitate monitoring of ongoing projects with the Monitoring and Evaluation Unit.
