Job Description
Technical Level:
- Develop data collection framework and methodologies and conduct interviews with stakeholders from various departments and sectors.
- Coordinate with government authorities, non-governmental organizations (NGOs), and community leaders to gather sector-specific data.
- Ensure accuracy, consistency, and reliability in data collection processes across all sectors.
- Analyse sectoral data to identify gaps, assess needs, and prioritize areas for intervention, focusing on each of the sectors as per scope of work.
- Use statistical software (e.g., SPSS, STATA, R, and Excel) for data cleaning, processing, and complex analysis.
- Perform cross-sectoral analysis to identify interdependencies, resource gaps, and development needs across sectors such as water management, power supply, health services, education infrastructure, and urban planning etc.
- Prepare sectoral reports for each department, identifying gaps and needs, such as water shortages in WASA, power supply issues in electricity departments, and housing challenges in town planning departments.
- Provide recommendations for targeted interventions and policy reforms based on data insights.
- Present findings to relevant government departments, NGOs, and community organizations, ensuring reports are actionable and easily understandable.
Operational Level:
- Preparation of workshop objective materials with the support of management.
- Preparation of workshop plan and coordination with stakeholders for workshop participation.
- Collaborate with each department representative for information sharing and endorsement of workshop findings.
- Coordinate with sectoral experts, including those from the Water and Power Development Authority, Irrigation Department, Local Government, Education, and Health departments.
- Engage with community leaders, municipal corporations, and NGOs to ensure inclusive data collection and reporting.
- Foster relationships with town and district administrations, disaster management authorities (DDMA), and other local government bodies to facilitate data sharing and collaboration.

PERSON SPECIFICATION:
It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have a zero-tolerance policy towards SEAH and don’t support any action that promotes or encourages SEAH.
Qualification:
- Masters/Bachelor's degree preferably in social sciences/English literature.
Experience:
- The candidate must have 05-years’ of experience with Master and 7 years of experience with bachelor’s degree in the development sector specifically organizing workshops with government departments, reporting and interpreting of data.
- Have experience in the development sector mainly focusing on workshop conducting, data processing, and reporting.
- Must have data analysis skills using Microsoft Excel.
- Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance
Computer Skills:
- MS Office, Outlook, SPSS, ODK/KOBO familiarity of working with online databases
Language:
- Urdu and English
- Local language Brahvi/Balochi/Pashto will be an additional asset.

- Good communication skills in local as well as English / Urdu language which delivers information with clarity in a wide range of situations.

- Knowledge and application of Sphere Standards, Humanitarian Principles, administration, information management and telecommunication skills and proficiency in information technology/ computer skills and other guiding principles during interaction with Disaster communities.
- Fluency in English (oral and written) including excellent writing skills, however command over the Pashto language is desirable.
Knowledge:
- - Demonstrate enhanced knowledge of inclusive programming approach to disability, child protection, disability and inclusion.
- - Good understanding of disability, protection, gender/GBV and guidelines in preventing in humanitarian action.
- - Good understanding of CHS Commitments, SPHERE, minimum standards of age and disability inclusion standards
- - Good understanding of minimum standards on child protection, gender and disability inclusive programmes.
