Deutsche Welthungerhilfe e.V. is one of the major privately-run German charitable organizations in the field of Development Work and Emergency Aid. Its function is primarily to contribute toward the improvement of the food and income levels for the poorest rural population in Africa, Asia, and Latin America, in cooperation with local partner organizations. Deutsche Welthungerhilfe e.V. promotes help-for-self-help and is active in emergency and relief efforts. The organization has worked for over a decade in Pakistan and made significant contributions to address the needs of affected populations during the Earthquake disaster in 2005 as well as to communities during the floods of 2010-12 in the provinces of Punjab, KP, and Sindh.
SHRRP Background
The Sindh Housing Recovery and Reconstruction Platform (SHRRP) is Platform of all stakeholders engaged to support Sindh People’s Housing for Flood Affectees (SPHF) in housing reconstruction and settlement recovery process. The goal of SHRRP is “Flood families live in resilient homes and communities in Sindh.” The SHRRP will provide support SPHF to support strategic planning, coordination and cooperation with the national and international Organizations, the private sector, academia, and public associations engaged in post-flood Sindh housing recovery process. The platform will ensure that SPHF led technical assistance and information management are streamlined, disseminated, and communicated at all levels. Prioritize Fund raising strategy and flexible resource mobilization to cover up gaps and provide necessary capacity building support to SPHF and partners is the major objective of the platform.
WHH will be providing the technical support to the platform of SPHF and its members as technical organization in the sector of green construction material. At the same time WHH and SPHF together needs to identify the existing financial funding sources. The role of WHH also enhanced as a provision of technical support to the SPHF partners in the construction on parameters of green climate responsive structures.
Position summary.
The Consultant Green and climate Responsive Settlement for SHRRP/WHH will be working in the coordination of consultant SHRRP and Platform coordinator. Along with the direct reporting line to the SHRRP, the position would be following the reporting line of WHH as per the sectoral structure and contractual obligations. The consultant GCRS’s expected to strengthen the concerned technical working group with the technical knowledge and provide input to enhance the overall settlement model. His/her support will be insisted from all the platform members, technical team, Technical Working groups and designed HUBs. The position is expected to have the strong knowledge of green and climate responsive settlements. He she shall have knowledge and experience of resilience of household’s structure and material to be used for it.
Core Areas of Responsibilities
Technical Inputs
· Work with Technical Working Groups (TWGs) of SHRRP to integrate environment friendly and energy efficient solution into different recovery components.
· Collate existing research findings and facilitate research to identify environmentally friendly construction and settlement planning options.
· Investigate the availability of green construction materials in the local market.
· Explore and introduce environmentally sensitive and energy efficient options for households, such as biogas, zig zag and other environment friendly industry practices.
· Provide technical expertise and support to various initiatives for all TWGs and other relevant technical working groups.
Management
· Define the scope of the TWG work, establish clear objectives, and develop a roadmap or action plan.
· Facilitate effective coordination and collaboration among TWG members and stakeholders.
· Conduct ad-hoc and periodic assessments to understand the status of green and environmentally friendly responses.
· Convene resources to calculate the carbon footprint and other relevant environmental variables associated with the recovery response.
Compliance
· Collaborate with provincial and national government entities to identify and leverage supportive policies and regulations.
· Explore entrepreneurial approaches supported by corporate social responsibility and donor agencies.
Coordination
· Liaise with other technical working groups to ensure cross-functional alignment.
· Organize and lead regular meetings, foster communication and knowledge sharing among TWG members.
· Collaborate with different government department that are directly involved in the settlement development process.
· Engage with national and international academia to establish a research alliance around the field-based challenges identified to sought solutions.
Partnership
· Collaborate with non-governmental organizations and private sector entities interested in environmentally sustainable practices.
· Promote synergy in response efforts to maximize impact.
· Provide insights and recommendations to different stakeholders based on academic findings.
· Engage the private sector, specifically construction machinery industries to adopt the climate friendly material development and visit its prototypes.
Job Requirements
Knowledge and Qualification
1. A university degree in environmental Sciences, Environmental Economics, Natural Resource Management, Sustainable development, or any relevant discipline.
2. 4 to 7 years' professional experience working in the relevant sector.
3. Knowledge of LCA methodology in assessing the environmental impact of different building materials and construction methods throughout their entire lifecycle (from extraction to disposal).
4. Understanding of embodied carbon and materials with lower embodied carbon footprints.
5. Experience in carbon offset strategies, such as supporting local tree-planting initiatives.
6. Knowledge of renewable energy integration i.e., solar, wind and biogas etc.
7. Linkages with echo-friendly and sustainable consumption and production, promotion Commercial, academic and research entities.
8. Working experience with a partnership approach.
9. Fluent in English, Urdu (written and oral), Good knowledge of local language(s) particularly fluency in Sindhi language would be an added value.
